  • A proposed overall rate revenue increase of three percent (3%) for the base rate and consumption charges.

  • A proposed increase to the monthly Capital Surcharge to $16.00 per equivalent residential unit (ERU), up from $15.00 per month per ERU in 2025. The Capital Surcharge is billed to all water system customers.

  • Establishing a new monthly Emerging Contaminant Remediation Surcharge of $1.78, billed to Group A water system customers only.

  • A proposed increase to the General Facility Charge to $8,000 per ERU, up from $7,000 per ERU in 2025. The General Facility Charge is billed to new customer connections to a PUD water system.

2025 Adopted Rates, Fees, Charges, and Surcharges

The PUD Board of Commissioners adopted the 2025 Budgets, Rates, Fees, Charges, and Surcharges on October 1, 2024, after Public Hearings held in-person and via the Zoom video conferencing platform on September 10, 2024, and September 17, 2024.

Water Rates are adopted by the Board of Commissioners during the annual budget process. Rates are set to cover the costs to operate and maintain the PUD owned water systems.

What is a Base Rate?

The Base Rate is billed monthly to all customers based on meter size. Base rate revenue pays for the costs to operate and maintain the PUD owned water systems.

What are Consumption Charges?

The Consumption Charges are based on customer usage (typically 30 days). The consumption charges are billed on a tiered rate schedule with conservation in mind.  Consumption charges also pay for the costs to operate and maintain the PUD owned water systems.

What are Capital Improvement Surcharges?

The Capital Improvement Surcharges are billed monthly to all customers based on meter size. The capital improvement surcharge collections pay for water system capital improvement projects identified in the Asset Management Plans.
